Dear Minister Guilbeault, Minister Cullen and Minister Ralston,

It’s been over four years since your governments signed the bilateral Section 11 agreement to recover southern mountain caribou populations. Since that time, two caribou herds in B.C.’s Kootenay and Columbia region have been extirpated, and tens of thousands of hectares of critical caribou habitat have been impacted by logging and road building across the province.

With one year left before the agreement expires, almost no progress has been made, and core caribou habitat that should be protected continues to be logged.

It’s time to start addressing the root causes of the problem — habitat loss and fragmentation from logging and road building. If you don’t address these, caribou populations will be lost forever.

I’m calling on your governments to immediately address the decline of southern mountain caribou, starting with these three actions:
1. Issue an interim moratorium on logging and road building in core southern mountain caribou habitat. The province continues to permit logging in core habitat and this must stop if we don’t want to lose any more herds. 
2. Protect 100 percent of core habitat for the southern group. Currently, in some herds such as Columbia North only 35 percent of core habitat is protected. This has meant that the vast majority of core habitat is open to logging, road building, and continued habitat loss. 
3. Publicly release critical habitat maps. Federal critical habitat maps for southern mountain caribou herds have remained in ‘draft’ form since 2014. Every day that they’re not released further hampers recovery efforts; they must be finalized and made public as soon as possible.
